职责描述:1. Planninga) Conduct research to determine products and services that provide the best value, quality and delivery schedulesb) Achieve most favorable total cost of ownership outcomes for the School through targeted sourcing and strategic negotiationsc) Develop a Qualified Vendor assessment and selection processd) Maintain a supplier, product and cost database for School purchasing needse) Identify and implement process improvements to increase efficiency and accuracyf) Develop and maintain key performance indicators on cost savings, deliverability, effectiveness and operational efficiencyg) Perform cost analysis benchmarkingh) Assist in the development of annual school wide budgets2. Purchasing Management
a) Lead and manage the purchasing team day-to-day activitiesb) Train and supervise the activities of purchasing staffc) Partner with stakeholders to ensure clear purchasing requirementsd) Negotiate individual contracts with Legal and Finance Departments inpute) Evaluate bids, quotes and Purchase Orders; make recommendations based on commercial and technical factorsf) Handle all supplier discrepancies, late deliveries and quality related issuesg) Ensures contract execution is compliant with the School’s Contract Policyh) Conduct supplier visits and auditsi) Manage asset QR code labeling and annual inventory checks3. Analysis and Reportinga) Track and report key functional metrics to reduce expenses and improve effectivenessb) Develop and maintain standard reports to assess performance and report goalsc) Provide feedback and supplier ratings, including end user feedback, to School leadership
d) Complete and publish annual supplier scorecards4. Compliance
a) Comply with School guidelines on business ethics, anti-corruption regulations and the United States Foreign Corrupt Practice Act
b) Ensure purchasing activities comply with all statutory requirements
任职要求:Skills and Experience Required: Must have a minimum of 10 years corporate purchasing experience
Minimum 5 years’ experience with contract negotiations
Minimum 5 years’ experience with budgets and cost management 3 – 5 years’ experience managing a purchasing team, 3 – 5 staff Experience implementing and maintaining purchasing management systems
Strong personal skills to communicate directly with end users in sometimes tense situations
Bachelor’s degree in supply chain management or related business field
Native Mandarin Chinese speaker, advanced English language capability required
Strong initiative, integrity and good judgment
Fast problem-solving skills in new situations
Collaborative, a team player and ability to handle multiple tasks simultaneously
